When industry leaves the city in lieu of the suburbs, you lose your tax base and can't afford the police.....etc. It's a viscious circle and unfortunately its the residents that suffer. I suppose you have to wonder if there are just certain neighborhoods that are making this more dangerous than others... because most cities aren't just "across-the-board" dangerous... there are always good neighborhoods and bad neighborhoods... you just have to make sure the bad aren't weighing down the good.
